THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES, AND DOES NOT CONSTITUTE A SOLICITATION.

BACKGROUND INFORMATION: The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 22, requires the Orthotics Fabrication and Repair program for eligible Veterans continue on behalf of the Department of Veterans Affairs, VA Greater Los Angeles Healthcare System (VAGLAHS), Prosthetics & Sensory Aids Service, 11301 Wilshire Blvd, Los Angeles, CA 90073. The intention of NCO 22 is to solicit for proposals and award multiple contracts on a competitive basis with full and open competition under the authority of Title 38 U.S.C. Section 8123 for VISN 22, VAGLAHS.

The range of services shall encompass Healthcare Common Procedure Coding System (HCPCS) codes: L0100-L4999, A4467, A5500-A5513, and A6501-A6549.

National Contracting Office 22 (NCO 22), on behalf of VAGLAHS, intends to solicit proposals and award multiple contracts on a competitive basis under the authority of Title 38 U.S.C. Section 8123.

Orthotic appliances and related services are to be provided to the following facilities:

Department of Veteran Affairs
VA Greater Los Angeles Healthcare System
Prosthetic and Sensory Aids Service (121)
11301 Wilshire Boulevard
Los Angeles, CA 90073

1.4 Coverage shall be within forty (40) miles of driving distance to the following southern California counties: Kern, Los Angeles (to include Santa Clarita and Antelope Valley (Palmdale)), Santa Barbara, San Luis Obispo, and Ventura.

DESCRIPTION OF REQUIREMENT: VAGLAHS requires orthotic appliances and related services to eligible Veterans. Many patients within the Veteran population have sustained injuries that require orthotics as a result of military service. Consequently, the solicitation and resultant contract awards for Orthotic Fabrications and Repairs are a national directive with a national template designed by VA Central Office. The program has met the approval of the Acquisition and Assistance Division (049A5D) and the Office of General Counsel (025/NAC). The ongoing need to provide various Orthotic services continues as a high priority.

RESPONSES TO REQUIREMENT: Responses in regards to this Sources Sought announcement must be in writing. The purpose of this Sources Sought Announcement is for market research; to make appropriate acquisition decisions and to gain knowledge of Businesses interested and capable of performing the work requested.

All Offerors who provide services to the United States Federal Government must be registered in the System for Award Management (SAM) database found at https://www.sam.gov. Registration must include Representations and Certifications;

If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of VetBiz certification via VetBiz https://www.vip.vetbiz.gov/

A capability statement that addresses the organization s qualifications and ability to perform as a Contractor specifically for the work requested. Responses should include specific examples (e.g. contract number, point of contact information, dollar thresholds) of the Contractor s experience.

PLEASE NOTE: The Contractor s facilities shall be approved by the Facility Accreditation Program of the American Board for Certification in Orthotics and Prosthetics, Inc. (ABC) or the Accredited Facilities Program of the Board of Certification (BOC).

Businesses shall meet the following qualifications and experience and meet all other requirements identified in the forthcoming Performance Work Statement (PWS).
