The City of Mission Viejo wishes to obtain true 3-inch pixel (0.25-foot) ground resolution color digital ortho-photography. In addition, the City desires to obtain a Digital Terrain Model (DTM) and DTMgenerated 2-foot contours as a digital deliverable. Presently the City has 4-inch pixel black & white orthophotography from 1997 with 2-foot contours, and in 2005 the City obtained 3-inch pixel resolution color ortho-photography that was rectified to the 1997 contours. The City currently uses ESRI ArcGIS and AutoCAD software. In addition, the City also uses Digital Map Products CityGIS. The City is approximately 17 square miles. Upon request, the City can provide shape files of the City boundary and sample electronic files of our 2-foot contours, as well as our existing index map.
The project limits of the 3-inch pixel ortho-photography and 2-foot contours will be the City limits plus a 500-foot buffer. In addition, the City desires to obtain imagery suitable to develop a rectangular City wall map at a scale of 1=700. Due to the geometry of the City, it will be necessary to provide imagery well beyond the 500-foot buffer particularly at the northern and southern ends of the City in order to develop a suitable wall map. Therefore, imagery in these areas may be lower resolution.
The City of Mission Viejo is also exploring the possibility of partnering on this project with the City of San Clemente. What this means is that it is anticipated that San Clemente will be sending out similar RFPs concurrently with the City of Mission Viejo. The consultant may then propose discounts (see cost proposal section) if San Clemente were to enter into a contract with the consultant
