SOURCES SOUGHT:
The Department of Veterans Affairs, Network Contracting Office 7; is seeking any companies who are technically capable of providing professional organist services for weekly spiritual services every Sunday with two services per Sunday and special programs (approximately 5) at the WJB Dorn VA Medical Center in Columbia, South Carolina.

This contract will have a possibility of four (4) option years after the base year expiration.

Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award.
If you have not conducted business with the WJB Dorn VA Medical Center located in Columbia South Carolina, you will be required to complete Vendor/Payment Forms to be entered into the local systems in order to be eligible for award.
Please ensure all TECHNICAL CAPABILITY STATEMENTS clearly illustrating that your company can perform the requirement is emailed under the Sources Sought Number and Title of Service i.e. 36C24718Q0010 Organist Services . Failure to do so may cause a delay in the solicitation process.

STATEMENT OF WORK
CHAPLAIN SERVICE CONTRACT MUSICIAN (PROTESTANT)

1. GENERAL:
The Contract Musician operates under the general administration of the Chief, Chaplain Service, and is responsible to him/her in the performance of his/her services. The Chief, Chaplain Service may conduct periodic supervision and training programs. The Chief, Chaplain Service is the COR for this contract.
Equipment will be in place and functional, contractor will present self ready to render service the Veterans Health Administration, William Jennings Bryan Dorn, Medical Center (WJBDMC) 6439 Garners Ferry Road., Columbia, South Carolina 29209.
2. BACKGROUND:
The WJBDMC is a 216-bed facility, encompassing acute medical, surgical, psychiatric, and long-term care. The hospital is located in Columbia, South Carolina and provides primary, secondary, and some tertiary care. Annually, the medical center serves approximately 56,116 patients. Satellite outpatient clinics are located in Anderson, Greenville, Florence, Orangeburg, Rockhill, Sumter, and Spartanburg, South Carolina.

3. PERIOD OF PERFORMANCE: One Base year with the possibility of four one year option periods.

4. PLACE OF PERFORMANCE:
WJB Dorn VAMC 6439 Garners Ferry Road Columbia, SC 29209
5. DAYS AND HOURS OF OPERATION:
Sunday 9:30 - 10:30 AM and 11:00 11:30 AM, Special Events may vary.
6. EQUIPMENT DESCRIPTION:
Equipment in place, Electric Organ & Piano in Bldg 100, Chapel; and Piano in Bldg 106 2nd Floor Recovery Unit area.
7. PERFORMANCE REQUIREMENTS:
The Contract Musician shall provide a complete music ministry to patients and their family during scheduled Sunday services (52 Sundays per year, two services per Sunday) and Special services (an average of five per year).

The Contract Musician shall ensure that the music ministry is appropriate for the worship setting, and will report equipment discrepancies to the Duty Chaplain of the day.

In the case where the Contract Musician is not available, it will be the responsibility of the Contract Musician to obtain a qualified substitute organist and notify the Chief, Chaplain Service or the Chaplain Service, Program Support Assistant of the situation and the name of the substitute support person who will be filling in during the Contract Musician's absence.

The Contract Musician shall respect and protect the patient's privacy and position as a patient in a federal medical center. The Contract Musician does not make any annotation into the medical center computerized filing system, therefore the C&A requirements and the Security Accreditation package is not required.

The Contract Musician shall be at least a High School graduate, with two years of music education and/or experience, knowledge of hymnal background, thorough technical preparation in organ and piano playing including a broad knowledge of the literature of the instrument, a comprehensive knowledge of the literature of church music, a thorough knowledge of the art of conducting, able to work with, and in concert with the Duty Chaplain of the Service(s), have a positive disposition with the veteran cliental, and good command of the English language and any authorized knowledge of the profession.
