Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Job Order (JO) Modification to Job Order 0002_ for option year one and two under a sole source Basic Ordering Agreement (BOA) N00164-17-G-JQ02. The original BOA was issued to Raytheon Company, McKinney, TX. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of this JO the overall contract ceiling for BOA N00164-12-G-JQ02 will remain unchanged.
This modification to JO-0002 is anticipated to procure Engineering Services including reach back, maintenance/repair, engineering/logistics analyses, reliability efforts, maintainability efforts, sparing/provisioning support, configuration management, technical support, field support and test equipment support (hardware and software), and related support for MTS in support of the Air Force. The services are for a two-one year periods.
Request for proposal will not be made available through http://www.fbo.gov. The request for proposal will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations. The anticipated contract action award date is 31 AUG 2018. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
