SOURCES SOUGHT Request for Information (RFI): This is a RFI FOR PLANNING PURPOSES ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Proposals in response to this RFI will not receive a response. Responses to this RFI must be in writing. The purpose of this RFI is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Small Businesses, e.g., General Small Businesses, Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and others interested and capable of performing the work. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Industry Classification System (NAICS) code for this acquisition has been determined to be 561210.

The US Army Tank-Automotive Research, Development and Engineering Center (TARDEC) desires to procure operations and maintenance services to the TARDEC Ground Vehicle Power and Mobility (GVPM) department that executes research, development, and testing operations in laboratory space in Building 212 and Building 212B on Detroit Arsenal (6501 E. Eleven Mile Rd, Warren, MI 48397). These laboratory buildings contain approximately 95,000 square feet of space consisting of over one hundred pieces of laboratory equipment and systems within the facilities. Building 212 contains 6 engine dynamometer test cells, 3 vehicle dynamometer test cells, electric motor dynamometer test cell, environmental test chambers, power cyclers, battery and battery management test lab, and test systems that support the operation of these laboratories. Building 212B contains 7 different labs to include a complex vehicle environmental chamber coupled to 12 dynamometers, an electric motor dynamometer test cell, fuel cell lab, battery lab, power systems lab, calorimeter lab, air filtration lab, and test systems that support the operation of these laboratories. The contract requires a total operations and maintenance contract to provide all maintenance, calibration and repair work required to support the operations and Maintenance (O&M) requirements for laboratory equipment, lab machinery, and test facilities in Building 212 and Building 212B. The Projected Period of Performance is one base year with four option years.

Ground Vehicle Power and Mobility (GVPM) Operations and Maintenance Market Survey Questionnaire:


1. What is your experience with design, troubleshooting, and repair of vehicle environmental test chambers capable of simulating environmental conditions at -60 deg-F to 160 deg-F, 60 mph air speeds, relative humidity control, and simulated solar conditions?


2. What is your experience with the use of Syltherm on large two stage chiller applications to include design, troubleshooting, and repair to maintain operations?


3. What is your experience with integration, troubleshooting, and repair of AC dynamometer systems coupled with vehicle environmental test chambers?


4. What is your experience with integration, troubleshooting, and repair of dynamometers up to 1,500 Hp applications?


5. What is your experience with troubleshooting and repair of power cycling equipment and load banks encompassing a range from 250 to 800 Kilowatts?


6. What is your experience with regenerative power equipment and integration of this equipment with facility infrastructure, provide instances of repair or modification to provide safe operation?


7. What is your experience with various refrigeration systems and the associated troubleshooting and repair of environmental test chambers?


8. What is your experience with integration, troubleshooting, calibration, and repair of hazardous gas detection systems?


9. What is your experience with troubleshooting and repair of calorimeter tunnels, modification of calorimeter control systems to tune flow conditions through nozzles and maintain operation of associated system components?


10. What is your experience with integration, troubleshooting, and repair of facility infrastructure supporting hydrogen testing apparatus and systems to include control of air flow and integration of safety measures such as gas detection?
