This requirement for Operations and Maintenance Support Services for the Southern Regional Research Center in New Orleans, LA is being completed as a Total Small Business Set-Aside.

The Southern Regional Research Center (SRRC), located in New Orleans, LA consists of twenty-four (24) buildings and a complete utilities system, sophisticated environmental controls, and a variety of specialized laboratories and rooms, all located on approximately thirty-three (33) acres. The complex presently contains approximately 400,000 square feet of floor space. Basic utilities are purchased from public utility companies.


Government scientists, with the aid of research technicians and assistants, conduct research at SRRC. The support of this research requires a large number of laboratories, many of which are furnished with extremely complex and expensive test equipment requiring closely controlled environments to function properly. Historically, all labor, supervision, tools, equipment, spare parts, materials, and work uniforms for the operation and maintenance, facilities operations, management and administrative support services to SRRC have been provided by 5-year service contracts to one contractor who provides the responsiveness, meaningful communication, and skill to repair and restore operation and control of the SRRC facilities.


In accordance with FAR 52.204-7, System for Award Management, prospective offerors must be registered in the System for Award Management (SAM) in order to be considered and to be eligible for award. Information about how to register can be obtained at www.sam.gov.


The North American Industry Classification System (NAICS) Code associated with this action is 561210 with a size standard of $35.5 Million.


A site visit is scheduled for 9:00am ET, Monday, July 24, 2017.


This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred SM Program.


The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, "Federal Leadership in Environmental, Energy and Economic Performance," dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy, and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.


The Government anticipates the award of a single firm fixed price contract with an indefinite delivery, indefinite quantity (IDIQ) component for additional work as outlined in the RFP. The period of performance is anticipated to be on base period and five option periods. This acquisition will be conducted using the authority of FAR Part 15, Contracting by Negotiation, and is set-aside for small businesses.
