he Naval Air Warfare Center, Lakehurst, intends to enter into sole source negotiations for the design, development, and fabrication of 33 Engineering Development Models for the Moving Map Initiative (MMI) Mission Computer (MC) Operational Test Program Set (OTPS). The MMI MC is an upgrade to the Gen 5 MC. The procurement of OTPS development addresses this upgrade with an update to the Gen 5 OTPS with software and hardware changes incorporated in the models aforementioned.  In addition, two (2) new Work Replaceable Assemblies (WRAs) will be manufactured and delivered under this effort.   The anticipated award will be made to Lockheed Martin Corporation, located in Owego, New York (CAGE 03640).  Lockheed Martin is the prime integrator on the MH-60R Aircraft and is the designer, developer, and the original equipment manufacturer of the MMI System.  Lockheed Martin is the only source with the requisite knowledge, experience, and technical expertise to fulfill this requirement.  In addition, Lockheed Martin holds proprietary data rights to the "LMBIT" (internal card level diagnostic programs), factory test software, and source control hardware and interface drawings.  The Government does not own the required technical data to compete this effort.  As a result, no other sources are able to meet this OTPS requirement.

This acquisition is being pursued under the sole source basis under the statutory authority 10 USC 2304 (c)(1), as implemented in FAR 6.302-1; therefore a solicitation is not available for this procurement.


THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government.  A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.  Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
