This Request for Proposal for the operation of the Quentin N. Burdick Job Corps Center in Minot, North Dakota is a continuation of pre-solicitation notice DOL-ETA-15-R-00021 posted on December 13, 2014. 



Job Corps is a national residential and non-residential training and employment program, administered by the U.S. Department of Labor. It is aimed at addressing the multiple barriers to employment which are faced by disadvantaged youth, ages 16-24 years, throughout the United States. It is anticipated that the resultant contract will provide Outreach and Admissions, Center Operations, and Post Center Career Transition Services. The contract will have a 2-year base period, (anticipated period of performance September 1, 2015 through August 31, 2017) plus three (3) governmental unilateral renewal options of one (1) year each. The RFP will be available on or about January 9, 2015. These services are being solicited as RESTRICTED.


The successful contractor shall provide Academic and Career Technical Training, operate Counseling and Residential Living programs, and provide the following support services; Health services, processing of Student Records, a Discipline System, Clothing Issuances, Mail and Legal services, and Student Career Transition Services. The contractor shall also provide overall Center Management and Administration as follows; Contract and Personnel management, Staff training, Financial management, Procurement and Property management, Facility operations and maintenance, Security and Safety services, Community Relations, Public Information, Outreach and Admissions and Post-center Career Transition Services.



The average capacity for the center is 337 youth of which 331 are residential (206 males and 125 females) and 6 are non-residential (3 males and 3 females). The center is also responsible for OA/CTS contract components. The arrival goals for OA are total arrivals of 337 youth (209 males and 128 females). CTS placement goals are 203 Graduates and 101 Former Enrollees.


A Pre-proposal Conference and Site Visit will be scheduled at the Quentin N. Burdick Job Corps Center. The Pre-proposal Conference and Site Visit shall be held on January 27, 2015 at 10:00 a.m. local time. The Center is located at 1500 University Avenue West, Minot, ND 58703, (701) 857-9600. It is HIGHLY recommended that potential Offerors download a complete copy of the RFP from the Website listed above prior to attending the Pre-proposal Conference and Site Visit. All potential attendees are required to register in advance with the contracting office running the procurement. Please email a "Notice of Intent to Attend Quentin N. Burdick Job Corps Center Pre-Procurement Conference" to: Dawn Cavallo, Contracting Specialist, cavallo.dawn@dol.gov. All Notices of Intent to Attend should be received by this office no later than January 20, 2015. Attendees are required to stop in at the front desk of the main building to acquire a security pass and gain instructions as to where the conference will be held on Center. Please do not perform any unescorted tours of the Center. A formal tour will be provided as part of the conference. As the tour will likely last 1-2 hours, it is recommended that comfortable walking shoes be worn. All questions pertaining to this procurement shall be submitted in writing and in advance. Attendees should include a clear and concise list of questions which they will want addressed. No questions concerning the RFP will be answered at the conference. While all questions and resultant answers will be made public, the names of attendees and the source of the questions will not be disclosed publicly. Lodging and subsistence are the responsibility of attendees.
