Furnish all planning, supervision, labor, equipment, material, supplies, replacement parts, and all things necessary for the Operation and Maintenance of the Black-Warrior and Tombigbee River System and the Alabama River Locks and Dams, Alabama. The facilities include nine (9) locks, dams and spillways, six Class A campgrounds, 26 additional recreation areas, the Project Management Office and two additional offices, and contractor facilities to include offices, shops and storage buildings. Requirements also includes the maintenance of numerous equipment and 26 upland dredge material disposal areas. It is anticipated that a Cost-Plus-Award-Fee contract will be awarded for a base and four one-year options. In general (not all inclusive), work will entail maintenance and repair of project structures and buildings, locks and dams, offices, maintenance of facilities, operation areas, navigation channel, disposal areas, project roads, vehicles, floating plant, boathouses, bathhouses, washhouses, toilets, gatehouses, security and other fences, sanitary disposal systems, launching ramps, playground equipment, bulletin boards, game courts, water and electrical systems, telephone lines, picnic sites, campsites, and other related facilities. Additional maintenance work includes guardrails, gates, electric barrier gates, signs, bumper blocks, landscaped areas, beaches swim buoys, paved roads, parking lots, trails, navigation aids, courtesy docks, and boundary lines. Services to be performed include lock and dam maintenance, cleaning, custodial services, garbage removal, grass mowing, repair to riprap slopes, repair to earthen slopes, excavation, and storage and disposal of hazardous and/or toxic materials. This procurement is 100% set-aside for small business. The size standard for which is a concern, including its affiliates whose average annual gross revenue does not exceed $38M for the past three (3) years under NAICS 561210. The solicitation package will be available for download on or about February 16, 2016. The solicitation will only be issued as a direct download at the following website: https://www.fbo.gov. All offerors must be registered in FBO before they will be allowed to download solicitation information. A Pre-Proposal Conference date, time and location will be announced in the solicitation. Interested attendees shall provide their names (no more than 3) in writing to Mr. James Curry at james.r.curry@usace.army.mil. It is anticipated that the conference will last one (1) hour. Visitation to project facilities will be unaccompanied. The solicitation will not be provided in a printed paper format, however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Therefore, it is the offeror's responsibility to check the website for solicitation posting and any changes to this solicitation.
