The National Institute of Allergy and Infectious Diseases (NlAlD) via the Office of Global Research (OGR), Division of Intramural Research (DlR), and Division of Clinical Research (DCR) have a requirement for operating, managing, and expanding the Mali Service Center (MSC) in Mali, Africa, to facilitate and support research on behalf of the NlAlD.  The successful Contractor will provide guidance and oversight in the administration and disbursement of NIAID grant and contract funds, and handle material and travel purchases via the NIAID-managed disbursement service center - the Mali Service Center (MSC).  The Contractor shall assume the operation of the MSC, and assist with administrative and logistical activities needed to ultimately prepare the MSC to operate independently.  


Independently, and not as an agent of the Government, the Contractor shall furnish all the necessary equipment, services, qualified personnel, and material, not otherwise provided by the Government, as needed to perform all the requirements of the Statement of Work.


The Contractor will be required to provide administrative support for the operation of NIAID-funded activities in and around the Mali region and neighboring countries as required to fulfill the NIAID mission.  Support for the MSC will include, but not be limited to, the disbursement of payroll for Malian staff at the University of Bamako who work on these programs (funded under a separate NIAID personnel contract); disbursement of payroll of staff working under NIAID extramural grants; the payment of expenses in support of field studies; the payment of expenses related to the operations of laboratory facilities; the facilitation and payment of travel for scientists, MSC leadership, and other individuals; and assisting in the management of on the ground, in-country research activities in and around Mali to include budget support, procurement support for establishing repair, maintenance and other consultant agreements, making travel and meeting arrangements, and providing other logistical support as noted in the SOW.
This requirement is set aside for small businesses.

A combination, indefinite delivery indefinite quantity contract - which may include firm-fixed price, cost-reimbursement, and time and material type task orders - is anticipated to be awarded for support services required by the contract. 

NIAID intends to award a contract beginning approximately July 1, 2017. The Request for Proposals is expected to be available for download on www.fedbizopps.gov on or about May 3, 2017.
