The Centers for Disease Control and Prevention (CDC) intends to award a sole source firm-fixed-price contract to Easy Link Services International Corporation (Open Text, Inc.) for (1) Open Text MediaBin software, including customizations to meet the unique needs of CDC (2) selected add-ons, modules, and plug-ins (3) services to install and implement the Open Text MediaBin software (4) services to migrate all existing video, audio, and .vdf assets contained in the existing repository and (5) maintenance services for a base year and four one year option periods. Open Text MediaBin is an upgrade to the existing 2011 version of Autonomy video capture software, streaming video software, and manual video tagging software vital to CDC research.  The updated software is necessary for the existing system because the existing system has reached its end of life.  This sole source award is being negotiated with Easy Link Services Inernational Corporation (Open Text, Inc.) in order to provide continuity of equipment and services from only one responsible source. This contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR Part 6. If interested in this requirement, identify your interest and capability to respond to the requirement or submit a proposal. Any response to this notice must show clear and convincing evidence that competition would be most advantageous to the government. 


This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
