This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). "RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract." This is not a solicitation/request for proposal and no contract shall be resultant from this RFI. There is no solicitation package available at this time. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the Government.

1. Description:


Air Force Life Cycle Management Center (AFLCMC/WKDMA) is issuing this Request for Information (RFI) to obtain information from industry regarding ability to provide repair and maintenance support of the existing OC-135B Optical Camera Suite (OCS) of equipment to the United States Air Force.


2. Purpose:


The intent of this Request for Information (RFI) is to obtain information regarding sources with the ability to provide repair and maintenance services to the United States Air Force. The United States Air Force is seeking the following:


Information regarding industry capabilities as described below.


This is a RFI only. This RFI is being conducted pursuant to the Federal Acquisition Regulation (FAR) subpart 15.201(e). No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information submitted in response to this RFI. As such, this RFI is issued solely for informational and planning purposes and does not constitute any obligation on the part of the US Air Force.


Not responding to this RFI does not preclude participation in any future RFP or solicitation, should one be issued. All submissions become US Air Force property and will not be returned. All information received in response to this notice that is marked 'Proprietary' will be handled accordingly.


3. Program Background:


The sensor system and associated support equipment on one OC-135B aircraft is comprised of the following:


An Optical Camera Suite (OCS) containing three KS-87E framing cameras and one KA-91C panoramic camera, a Digital Camera Control Panel (DCCP), an airborne data loader, a forward and a vertical video camera system which does not record, multiple monitors/displays, an Uninterruptible Power Supply (UPS) a Combined Altitude Radar Altimeter (CARA), and the Integrated Data Annotation Recording Mapping System (IDARMS).


The above systems require repair and maintenance support for the above systems installed on one of the two OC-135B aircraft. The maintenance support will includes, but will not be limited to, sustainment of an Optical Camera Suite (OCS) containing three KS-87E framing cameras and one KA-91C panoramic camera, a Digital Camera Control Panel (DCCP), an airborne data loader, a forward and a vertical video camera system which does not record, multiple monitors/displays, an Uninterruptible Power Supply (UPS) a combined altitude radar altimeter (CARA), and the Integrated Data Annotation Recording Mapping System (IDARMS).


Simulation Integration Laboratory - Optical Camera Suite (OCS) requires a Simulation Integration Laboratory (SIL) which is composed of above sensor systems needed to support both software and hardware testing. A fully function SIL is required to perform the activities by Sensor Maintenance Technicians (SMT) or other Air Force maintenance personnel.


The above OCS is being replaced by a program of record called OC-135B Digital Visual Imaging System (DVIS). For additional clarification this RFI is NOT associated with the repair and maintenance of the DVIS system on the OC-135B.


4. Target Audience:
Because of the aging systems and the services required to satisfy the OCS requirement, the Government request responses provide detailed information on existing and the current services provided with maintenance and repair of the above systems to include software maintenance of the these existing systems. This is an RFI looking for companies to provide current maintenance and repair activities for the above systems.


5. General Instructions:


In an effort to gather information in a manner which can be analyzed, the US Air Force is requesting responses to provide the following:


All responses shall provide detailed examples of providing services on all of the below activities to include:
- IDARMS, DCCP, Film Magazine, and installed Camera Hardware Architecture
- IDARMS and DCCP Software Architecture
- OC-135 Mission Suite
