The State of Tennessee, Department of General Services, hereinafter referred to as the State, has issued this Request for Proposals (RFP) to define the State's minimum service requirements; solicit proposals; detail proposal requirements; and, outline the States process for evaluating proposals and selecting the contractor.
Through this RFP, the State seeks to buy the best services at the most favorable, competitive prices and to give ALL qualified businesses, including those that are owned by minorities, women, persons with a disability, and small business enterprises, opportunity to do business with the state as contractors and sub-contractors.
The State intends to secure a contract for on-line (internet) auction services to dispose of selected surplus state owned property. The States surplus property program entails receiving, warehousing, and redistributing state-owned personal property that is surplus to the States needs. Property not redistributed to eligible organizations is made available to the general public through live auction, sealed bid sale or internet sale. For FY06, the Department of General Services, Property Utilization Division (PUD), auctioned 1,561 items and generated sales of $3,432,033.00. No minimum level of items to be auctioned or the estimated value of surplus property to be sold will be guaranteed under this contract.
The State anticipates providing on-line auction services to institutions of higher education. However, at this time, institutions of higher education will not be party to this contract. At the States discretion, higher education institutions would be added by processing a contract amendment.
