The US Army Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements.
The US Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with Proquest LLC, 789 E Eisenhower Pkwy, Ann Arbor, MI 48108-3218. The NAICS code for this procurement is 519130 with a size standard not to exceed 500 employees.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Specifications
The Digital Sanborn Maps include detailed information regarding town and building information in approximately 12,000 U.S. towns and cities from 1867 to 1970.
The following specifications are required for a vendor in supplying the Sanborn Fire Insurance Maps database:
a) Online access to all USACE locations to the Sanborn Fire Insurance Maps database.
b) Furnish support staff for IP modifications and other technical issues pertaining to website/database.
c) Supply usage statistics and complimentary material beyond subscribed date range if/when requested.
d) Material must be full text, including photographs, images, tables, graphs, etc (if applicable).
e) Newest issue must be available with no time embargoes or schedule delays.
f) One (1) website database supplying right of entry.
g) All material must be delivered to the Rock Island District no later than 01 Aug 2014 and will expire on 31 July 2015.
