The purpose of this project is to create an electronic mechanism for the public and the CEC which can be utilized to send, receive and manage submissions to the Submissions and Enforcement Matters Unit at the CEC. The instructions as set out in the Guidelines, in particular Guideline 3 instructions involving a non electronic submission will be retained where a submission can be made via a written copy to the Secretariat. A Submitter will not be required to file both an electronic and a hard copy written submission to the Secretariat but both will require filing a paper copy to the Secretariat.

An important outcome is to make it easier for potential submitters to file and access their submission, and for the Secretariat to administer the SEM process more efficiently, by preventing "minor errors of form" often found in submissions (viz. Guidelines 3.10).
