Online Platform (website) Request for Proposals
The Authority is seeking a qualified vendor to develop and/or provide an online platform for the campaign project. The ultimate goal is to enable a user-friendly, web-based portal for participants and organizations to participate in the campaign.
The online platform may include the capability for businesses to sponsor program
activities, challenges, and events (e.g., businesses offering redeemable incentives that
reward participants for data entry and performance).
General Platform Requirements:
1. The online platform shall be housed (including via iframe) within the RTA
infrastructure: i.e. www.commuterchallenge.goroo.com.
2. The online platform shall be administered by the Challenge Coordinator, an
employee of Active Transportation Alliance and the along with any other
position included by the vendor
3. The online platform shall be capable of handling a large user audience based on
area population. The platform should be scalable to accommodate database
growth and maintain seamless usability for users.
4. The online platform shall be secure and stable, and experience minimal
scheduled and unscheduled downtimes.
5. The online platform shall be accessible with all major web browsers including
Microsoft Internet Explorer, Mozilla Firefox, Google Crome, Apple Safari, and
Opera.
6. The online platform shall be accessible without the need to download or install
additional software.
7. The online platform shall comply with the Illinois Information Technology
Accessibility Act (IITAA).
8. The online platform shall notify of any system downtime lasting more than ten
minutes.
9. The online platform shall provide controls to protect data security and user
confidentiality. The platform vendor will comply with all local, state, and federal
privacy legislation. At no time shall users Social Security Numbers be entered
into or stored in the platform database.
10. The online platform shall have a system in place to monitor user activity to
prevent “spam” messaging or solicitation.
