Online Bill Presentment and Payment System
The purpose of this Request for Proposal (RFP) is to obtain a Vendor with the necessary
experience and knowledge to deploy an Online Bill Presentment and Payment System. This
system will be available from the Citys Internet Web site and will be used by the City to provide
online services that include, but are not limited to, utility bill presentment and payment, library
membership and fine payments, traffic ticket payments, as well as ability to pay for animal
licensing fees and to accept online donations. The Citys first priority online service
implementation will be the utility bill presentment and payment capability. The City currently
bills approximately 27,000 utility customers. The target procurement range is $10,000 - $50,000
including applicable tax for a complete Online Bill Presentment and Payment System as outlined
in this RFP Document.
