SYNOPSIS

THIS IS NOT A SOLICITATION: This is a Sources Sought notice issued in accordance with FAR 10.002(b) to conduct market research. This Sources Sought notice is issued solely for information and planning purposes it does not constitute a Request for Proposals (RFP), Request for Quotes (RFQ), or Invitation for Bids (IFB) or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested vendor s expense. Not responding to this Sources Sought does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this Sources Sought is strictly voluntary. All submissions become Government property and will NOT be returned.

BACKGROUND
Currently there are over 150 state-owned and operated Veterans homes across the United States; this includes all 50 states and outlying US territories. Additional SVHs may be added during the lifetime of this contract. The state-owned and operated Veterans homes primarily provide nursing home care, domiciliary care, and adult day health care. The Department of Veterans Affairs (VA) has established that a vendor shall assist in conducting surveys at State Veterans Homes (SVH).
The purpose of the survey process is to identify if a state Veterans home is meeting VA standards. VA annual surveys of state Veterans homes are required by law and reflect standard practice in community nursing homes. Not all SVHs are certified under the Centers for Medicare and Medicaid Services (CMS) or accredited by The Joint Commission and subject to an annual unannounced survey by the state survey agency or tri-annually. State Veterans homes certified or accredited under CMS or The Joint Commission are also subject to an annual unannounced VA survey required for per diem payments. For several State Veterans homes, VA is the only oversight body.

OVERVIEW
The Department of Veterans Affairs (VA), Office of Geriatrics and Extended Care Services (GEC) requires a Contractor to conduct on-site surveys at state owned and operated veterans homes to monitor compliance with VA standards. The survey team is comprised of contracted surveyors who conduct the clinical and life safety portions of the survey and VA Medical Center of Jurisdiction surveyors who conduct the administrative and fiscal portions of surveys. VA does not manage State Veterans Homes.
Geriatrics and Extended Care Services (GEC) is committed to optimizing the health and well-being of Veterans with multiple chronic conditions, life-limiting illness, frailty or disability associated with chronic disease, aging or injury.
State Veterans Homes are facilities that provide nursing home, domiciliary or adult day care. They are owned, operated and managed by state governments. They date back to the post-Civil War era when many states created them to provide shelter to homeless and disabled Veterans.
To participate in the State Veterans Home program, VA must formally recognize and certify a facility as a State Veterans Home. VA then surveys all facilities each year to make sure they continue to meet VA standards.
As part of our market research effort, we are seeking input from industry to identify the ability of the commercial market to fulfill potential requirements. The Request for Information Questions can be found via http://data.mcix.com/SVHS.
If unable to complete this questionnaire in one sitting, you will need to close the questionnaire window and re-open the questionnaire link to edit your response. The questionnaire will start from the beginning, but will show the responses previously entered. This only works if returning to the questionnaire from the original computer (IP address) used initially. All responses are collected based on IP addresses; only one response per IP address is permitted. This edit process will not work if you try to use a different computer to complete your response. All questions with an "*" require a response to continue. Open surveys do time out after approximately 10 minutes of inactivity. Monterey Consultants, Inc., is contracted by VA, Office of Small and Disadvantaged Business Utilization (OSDBU) to assist with market research. The survey portal is managed by Monterey on behalf of VA OSDBU. Monterey has signed Non-Disclosure Agreements and is restricted under Organizational Conflict of Interest clauses from sharing submitted information with any party outside VA. Monterey is not engaged in this industry and does not plan on doing business within this area in the foreseeable future.
