On-Site Septic System Installation - King County, WA
Quotes are being requested under Request for Quotation (RFQ) no. 75H70119Q00039. This RFQ is prepared in accordance with Federal Acquisition Regulation (FAR) parts 13, 15, and 36 as supplemented with additional information included in this notice. The Indian Health Service (IHS) intends to award a firm fixed price (FFP) construction contract using Simplified Acquisition Procedures for the installation of an individual advanced treatment septic system on fee land in King County, WA. This project will provide sanitation facilities to a private home owned by a member of the Cowlitz Tribe. Upon completion, the facilities will be transferred to the homeowner. The system will be operated by the homeowner.
This opportunity is 100% set aside for Small Business Concerns under North American Industry Classification System (NAICS) Code 237110 - Water and Sewer Line and Related Structures Construction with a size standard of $36.5 million.
Per FAR 36.204, the estimated magnitude of construction for this requirement is $25,000 to $100,000.
The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely proposals received from eligible offerors on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate proposals and award a contract without discussions with offerors. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

Quote packages are due by 5 July 2019 at 2:00 PM PST. Late quotes will not be considered. Quote packages shall be sent to toby.hayden@ihs.gov and contain a cover sheet that provides the following information:
• The Solicitation number;
• Acknowledgement of any and all amendments;
• Official Company name and addresses;
• DUNS number and CAGE code; and
• Point of contact including name, title, and phone number.
The Period of Performance will be for 45 days after issuance of the Notice to Proceed (NTP).
