On-Line Permitting and Permit Tracking System.
Council is seeking proposals to obtain on-line permitting software that includes the
following components:
1. A web-based system that will allow individuals and businesses from different
jurisdictions to register, apply and pay for simple permits on-line. This system
will be used to check on valid licenses required for permits, status of license with
the Department of Consumer Protection, and will provide secure access by the
registered user to obtain the status of a permit. Permit applications must be
automatically forwarded and uploadable to participating towns permit tracking
systems. For towns without an existing permit tracking system, the information
should be transmitted in a form that they can use with their existing manual
processes (e.g., a printable form or e-mail). For purposes of this RFP, the on-line
web-based system will be referred to as the Front End.
2. A traditional permit tracking system to manage internal work-flow for permit
issuance, inspections and certificate of occupancy processes. We desire a hosted
version of this system for use in processing permits in a standardized fashion, and
individually licensed versions of this system for towns that would like a system
installed at their site and customized to their own needs. For purposes of this
RFP, the traditional permit tracking system will be referred to as the Back End.
