On-Line Legal and Public Record Research Service
The State of Oregon ("State"), acting by and through its Department of Administrative
Services, State Procurement Office, ("DAS SPO") on behalf of the Oregon Department of
Consumer and Business Services ("Agency" or "DCBS") issues this Invitation to Bid ("ITB")
for a comprehensive On-line Database Service for Legal Research, Legal Information, and
Public Records Research for the Oregon Department of Consumer and Business Services.
The contract objective is to allow unlimited legal research and public records access for
designated DCBS personnel. It is anticipated DCBS will require unlimited access to legal
databases for approximately 70 individuals and unlimited public records access for
approximately 30 individuals.
The contract resulting from this procurement, if any, is anticipated to start July 1,
2010. The initial term of the contract resulting from this ITB will be three (3) years.
DAS SPO may renew the contract for successive terms at its option, in any time increment it
desires, however the maximum term, including all renewals must not exceed eight (8) years.
The estimated total value derived from this ITB is approximately $250,000 during the
anticipated eight (8) year term.
