Brief Overview of the Project
The Human Resources Division is soliciting proposals from qualified consultants to provide
labor relations services on an as-needed basis. The purpose of this Request for Proposal
(RFP) is to establish a pool of qualified consultants to address immediate and future labor
relations services on an on-call basis. Once a qualified pool of consultants is established,
an interview process will be used to select a firm with which to negotiate a contract.
Qualified consultants will be invited to participate in the interview if they have
demonstrated labor relations expertise via this RFP process. Interviews with qualified
firms may be held each time a need for services arises. This may result in several
contracts. However, the labor relations services sought by this RFP will be utilized on an
as-needed basis. As such, no work is guaranteed under this proposed agreement. The
Ports Human Resources Division will act as contract administrator for any resulting
agreement(s). The duration of the contract awarded as a result of this RFP is expected to
be three years from the date of execution of the agreement. This is not a contract for legal
representation. By Los Angeles City Charter, only the City Attorney may contract for legal
services. The consultant may be a member of the State Bar but will not be representing or
assisting the City as legal counsel or record. He or she will be performing expert
consulting services in a lay capacity only
