PRE-solicitation Notice
100% SDVOSB SET ASIDE

This is a PRE-solicitation notice that the Veterans Health Administration intends to solicit quotes to provide a Combo Initial Outfitting, Transition, and Activation (IOT&A) Indefinite Delivery/Indefinite Quantity (IDIQ) contract at the Nebraska-Western Iowa Health Care System Omaha Medical Center. Please reference the attached draft Performance Work Statement (PWS) for specific project information and requirements.
This requirement will be set-aside 100% for Service Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:

1) be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details)
- and -
2) meet the small business size standard for NAICS 541614.
The solicitation is anticipated to be posted on www.fbo.gov for download on or about July 7, 2017. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this pre-solicitation. Anticipated closing date of the solicitation will be July 28, 2017. Solicitation posting and closing dates are subject to change as necessary and amendments will be issued as accordingly.
Technical Questions: Potential offerors are encouraged to submit questions regarding the project s requirements as of the date of this pre-solicitation posting through the cut-off date for questions, that will be identified in the solicitation. All questions must be submitted electronically to Robert.Blasko@va.gov and Heidi.Gallaher@va.gov. It is anticipated the question and answer period will end one week after the solicitation posting date. Potential offerors are encouraged to review that attached draft PWS and exhibits and submit their questions as early as possible.
Requirements: It is likely that the IDIQ PWS is substantially finalized as posted. However, changes may be made as necessary up until solicitation closing date. It is anticipated that the first two Task Orders (TO#1 & TO#2) will be included as part of the solicitation and awarded concurrently with the IDIQ. Proposals will be required for all three requirements (IDIQ, Task Order #1 and Task Order #2). Task Order #1 will relate to preplanning services and Task Order #2 will relate to warehousing. Please reference the attached Furniture, Fixtures, and Equipment (FF&E) list (Attachment B) that is estimated at being 70% validated at the time of this pre-solicitation notice. The attached FF&E list does not include furniture. There is an expectation that the FF&E list will be approximately 90% validated at time of solicitation.
Comparative Evaluation: The Government intends to evaluate quotes IAW FAR Part 13.106-2(b)(3) using Comparative Evaluation procedures. The Government will select the quote deemed the best value when compared to all other quotes. The Government will use the value indicators listed below to determine the best value. Lowest price may or may not be deemed the best value. The Government will directly compare quotes to each other, considering the value indicators listed below. The Government reserves the right to change the evaluation method between this pre-solicitation notice and solicitation. The final evaluation method will be outlined in the solicitation.
Direct Comparative Evaluations will be based on the following (subject to change before solicitation):
Technical (to include proposed labor categories and hourly rates.)
IOT&A Experience in hospital setting for large scale projects
Price (Task Order #1 and #2)
