The purpose of this RFP is to select a vendor that can satisfy the State’s need for
providing services to blind individuals age 55 and older whose severe visual impairment
makes competitive employment extremely difficult to obtain but for whom independent
living goals are feasible. The persons must have a substantial need for these services to
maintain or increase their independence and/or self sufficiency. Priority will be given to
persons who are likely to be placed in an institution or nursing home, racial and ethnic
minorities, and to unserved or marginally served areas or groups. This is an opportunity
to improve and expand independent living outcomes to geographical areas of the State
previously unserved or underserved. The program funds provides training and support in
the areas of low vision, personal and household management, safe and independent
travel, communication and community integration. It is the intent of the Bureau of
Rehabilitation Services to contract with a vendor that provides quality older independent
blind services for Blind and Visually Impaired.
