In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.2.4, Single Source Selection, Revised 1/2017, the purpose of this announcement is to inform industry of the basis of the FAA's intent to award a contract based on single-source procedures.

The FAA intends to procure offshore telecommunications service for 2 existing FAA Remote Center Air/Ground (RCAG) facilities located on oil platforms Eugene Island (EI) 215 and East Breaks (EB) 165 in the Gulf of Mexico. The offshore telecommunications services connect from the oil platform to a shore based facility. The FAA then uses terrestrial telecommunications services to connect the vendor's shore based facility to the Houston Air Route Traffic Control Center (ARTCC). All equipment required for the offshore telecommunications service on these platforms already exists and is provided by RigNet, the offshore telecommunication service provider. RigNet is the only offshore telecommunications company serving each of these platforms. Since space and power are always at a premium on offshore platforms, it is standard practice for platform owners to allow only one telecommunications network service provider access to a specific individual platform.

A competitive solicitation is not available for this procurement.
