Although the current OPA website (www.opa.ca.gov) contains valuable information, the
navigation and content are unstructured and confusing. Path flows to primary functionality are
often unclear, and the OPAs most valuable components, the educational tools, are not
sufficiently highlighted.
The OPA website needs to be redesigned and reorganized with its content rewritten to better
serve HMO consumers. The new website format should be easy-to-use, accessible and user
centered to better meet end user needs.
The redesigned OPA website will also highlight the goals and mission of the OPA, and allow for
easy-to-use access to the educational tools which currently include: Californias HMO Guide
(English and Spanish), Californias HMO Guide for Seniors (English and Spanish), the HMO
Report Card (English, Spanish and Chinese), and the two-page Summary Guide Insert Card (10
languages). The Contractor will provide DMHC/OPA full ownership rights associated with the
website, including copyright.
