The U.S. Department of State is issuing a sources sought notice as a means of conducting market research to identify U.S. small businesses having an interest in and the resources to support this requirement for obtaining a facility to serve as an off-site consular pre-screening area within three (3) kilometers of the U.S. Embassy Istanbul (Turkey), as well as be responsible for the upkeep, furnishing, cleaning, and operation of such facility. 

Additionally, the U.S. Department of State is seeking feedback from interested parties regarding the draft scope of work in order to finalize the requirement, as well as determine whether the requirement should be set aside for U.S. small businesses.

The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 561210, Facilities Support Services.

There is no solicitation at this time. This request for capability information, as well as feedback on the draft scope of work, does not constitute a request for quotations; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility of any costs incurred.

If your organization has the potential capacity to perform such services, please provide the following information: 1) organization name, address, email address, website address , U.S. business size (if applicable); and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.

Additionally, please include any feedback to the below questions from the U.S. Government regarding the draft scope of work:

(1) Capability to provide continuous bus transportation services in addition to other services called for in the draft scope of work provided.

(2) Please provide recommendations regarding performance standards (to also include incentives and disincentives) for the following aspects:
• Cleanliness of the facility;
• Pre-screening of visa applicants to also include the processing time spent per applicant;
• Adherence to established standards to also include professional conduct of contractor personnel; and
• Daily supply of drinking water, cups, toilets, hand towels, etc.

(3) What further information regarding the scope of work is required in order to be able to provide a quote?


Based on the responses to this notice, this requirement may be revised and/or set-aside for U.S. small businesses or procured through full and open competition, and multiple awards may be made.

Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
