The Wilmington District of the U.S. Army Corps of Engineers requires a contractor to provide off island disposal of vegetative and construction and demolition (C&D) debris resulting from the 2017 hurricanes Irma and Maria from the United States Virgin Islands (USVI) island of St. Croix and legally disposed at a facility in either the Continental United States (CONUS) or Outside the Continental United States (OCONUS). The existing location of the debris can be found in Section 2.2 of the Statement of Work which is attached. The solicitation number is W912PM18B0017. The solicitation is being issued as an Invitation for Bid (IFB).

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is unrestricted. The contract issued will be Firm Fixed Price. This solicitation will be issued in electronic format only. The bid opening date will be specified in the solicitation. No additional media (CD-ROM, floppy disks, facsimiles, etc) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored. The North American Industry Classification System (NAICS) code is 483111 - Deep Seat Freight Transportation and the size standard is 500 employees.


Bids must be mailed or hand-delivered to the designated office prior to the time set for receipt of bids. No electronic or faxed copies will be accepted.


Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible bidder who submits the lowest bid that is found to be responsive to the solicitation shall be given awarded the contract, pursuant to FAR 14.103-2(d).



This will be a firm-fixed-price contract action.


LARGE BUSINESSES SHALL PROVIDE SUBCONTRACTING PLANS. IAW FAR 52.219-9 ALT I and DFARS 252.219-7003 (DEV).



The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100.


The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.


Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer.


Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions applies to this acquisition.


A bid guarantee is required in accordance with FAR 52.228-1. Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

After completing SAM registration, in order to download documents, contractors and their subcontractors must register at www.fbo.gov. In order to locate the solicitation, Contractors can go to the FedBizOpps website at www.fbo.gov and search for the solicitation number. Contractors can register to be put on a plan holders list that others can access through the FedBizOpps site. It is the Bidder's responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments.
