This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. 1252KJ19S0008 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-03. The NAICS code applicable to this acquisition is 333318. The USDA-ARS in Urbana, Illinois, has a requirement for two ozone generator systems that will be used to produce ozone from an oxygen feed gas source for free air concentration enrichment of maize and soybean. The systems must be compatible with existing ozone generators (Ozonia Model CFS-3 2G) used at the Soybean Free Air CO2 Enrichment facility. 

Minimum specifications:  The ozone generators must be water cooled, use 230-volt, 1 phase, 60 hz power, and be capable of producing 165 g/hr on oxygen (10% wt) feed gas. The system should also be adjustable and be able to deliver various ozone amounts less than 165 g/hr throughout the day. The ozone production range must be highly adaptable from ~5 to 100% production adjustment capability. The generator must be able to work in ambient temperatures from 5 to 40 degrees celcius and have a gas feed inlet pressure of 3 to 8 bars and a cooling water pressure of 2 to 6 bars. The generator must be small enough to fit in a field shed with a water cooler and an ozone analyzer (~720 x 800 x 370 mm; <100 kg).

DELIVERY: FOB Destination. DELIVERY TO: USDA-ARS Urbana, IL 61801. QUOTE PRICE MUST INCLUDE any freight, shipping, handling, as well as any applicable duties, brokerage, or customs fees. DELIVERY DATE: Each offeror shall include their proposed delivery schedule as part of their quotation.
The basis for award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that results from selection of the technically acceptable proposal with the lowest evaluated price. Pursuant to FAR 52.212-2, the criteria for evaluation are: (1) Technical Acceptability, (2) Net Price and must also have acceptable past performance.
