The Lake States Acquisition Team is announcing an opportunity for a Culvert Replacement Project at the Newholm Creek Crossing on the Ottawa National Forest in the Upper Peninsula of Michigan. This acquisition is advertised as a total small business set-aside using Simplified Acquisition Procedures. Per FAR SubPart 5.202(a)(13) a pre-solicitation is not required.

In accordance with FAR Part 36.204(b), the estimated magnitude of construction is between $100,000 and $150,000. The applicable North American Industry Classification System (NAICS) Code is 237310. The Small Business Administration size standard is $36.5 million.

Contractors are required to be actively registered with the System for Award Management (SAM) database and completed their online representations and certifications.


Davis-Bacon wage rates will apply to this contract.


There is a requirement for payment protections (payment bond or irrevocable letter of credit) for offers over $35,000. This payment protection will be for 100% of the offer amount.


No reimbursement will be made for any costs associated with providing information in response to this solicitation, amendments, or any follow up information requests. No hard copies of the solicitation, supporting documents and applicable amendments, if any, will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website.


Anticipated start work date is 6/4/2018. The contract is estimated to require approximately 117 days for completion or September 28, 2018.


The scope of work includes, but is not limited to, equipment mobilization, construction survey and staking, soil erosion and pollution control, clearing and grubbing, removal of previous culvert and obstructions, roadway excavation and sub-excavation, site preparation, purchase and placement of a culvert structure, seeding, temporary traffic control and other specified items listed and described in the solicitation document, specifications, and attachments. The contractor shall provide all management and project administration services, quality control, logistical support, vehicles, labor, equipment and material to complete the work in the time specified in the solicitation.


A pre-bid meeting will be held at the Kenton District Office Building in Kenton, Michigan on May 14th, 2018 at 10:00 a.m. Eastern Standard Time.


All invoices must be submitted via the electronic Invoice Processing Platform (IPP). This is a mandatory requirement initiated by the U.S. Department of Treasury.
