This NAVSUP Fleet Logistics Center (FLC) Jacksonville/Pensacola Detachment, combined synopsis, Request for Quote for 100% small business set-aside. Ensuing contract, consideration, Firm Fixed Price. Period of performance is 4 months. Project commencement will be determined by the program manager. The objective of this project is outlined within the attached, Statement of Work. This procurement action is conducted in accordance with FAR Part 12-Acquisition of Commercial , FAR Part 13-Simplified Acquisition Procedures, and FAR Subpart 19.5-Set-Asides for Small Business.
The North American Industry Classification System (NAICS) code for this acquisition is 488190-Other Support Activities for Air Transportation: the Size Standard is $32.5M.
A complete Request for Quote package is available for downloading at the NECO Website: http://www.neco.navy.mil or http://www.fedbizopps.gov on or about 20 September 2017. Evaluation factors are based on Lowest Priced Technically Acceptable method. Technical rating based on subjective analysis. Work requirements have been developed in accordance with the following directives: DOD 4160.28, NAVAR 01-1A-35, Aircraft Static Display Inspection Guide, Aircraft Static Display Condition Certificate, NAVSUP P-724, NAVSEA OP5 Volume 3, applicable Aircraft Maintenance Instructions Manuals (MIMS), DLAR4145.25, Title 10 Code of Federal Regulations for Radiation Safety Protections Standards, Parts 19 and 20, and other federal, state, and local laws to ensure public and environment safety.
Contractor will have current Navy certified AE personnel and a current Navy certified radiological inspector in accordance with the aforementioned references. Potential vendors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available for download at the above sites. By submitting an offer, the offeror is self-certifying that neither requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside of the United States.
Lack of registration in the SAM database will make a contractor ineligible for award.
