Intent to Sole Source
The U.S. Department of Veteran Affairs, Veteran's Health Administration (VHA), Service Area Office East (SAOE), Office of Research and Development (ORD) intends to negotiate on a sole source basis with Oregon Health & Science University, a VA research affiliate organization, pursuant to FAR 6.302-3; for data analysis services for the several VA approved studies within the CIVIC COIN grant #CIN 13-404. This acquisition allows the VA to establish an essential capability for research that, at present, cannot be performed at the Portland VAHCS. PVAHCS does not currently have this specialized staffing or data sets available. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Thursday, June 12, 2014, (3:00PM, EST). A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
