The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Compass Systems of Lexington Park, MD for the procurement of Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) technology advancement to enhance communication techniques with OMNI technology between sensors, platforms, ground troops and interfaces; analyze the fusion and exploitation of multi-source sensor data, and develop or leverage any other techniques to advance the warfighters capability. Compass Systems has previously designed, developed, tested, integrated, and evaluated OMNI ISR sensors into existing Naval platforms and owns the proprietary data rights needed to meet the requirements of this effort. The Government would incur significant duplication of costs not expected to be recovered through competition along with lengthy schedule delays if any other source other than Compass were utilized.

The Government intends to award contract for this requirement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
