a. This is a notice of intent to conduct a procurement on the basis of other than full and open competition. This is not a Request for Quotes or Proposals. No contract award will be made on the basis of responses to this notice. The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described.

b. USSOCOM intends to procure Technical Membership and Innovation Program initiatives from the Open Geospatial Consortium (OGC). OGC is an international industry consortium of over 533 companies, government agencies and universities participating in a consensus process to develop publicly available interface standards. OGC® standards support interoperable solutions that "geo-enable" the Web, wireless and location-based services, and information technology. The standards empower technology developers to make complex spatial information and services accessible and useful with a wide variety of defense and commercial applications.


c. OGC is the only standards organization of its kind in the geospatial field; its work focuses especially on technology demonstrations, testbeds, pilots, interoperability experiments, and industry collaboration through OGC Innovation Program initiatives.


d. USSOCOM believes this requirement fits the definition of FAR 6.302-1(a) and 6.302-1(b)(1)(i), "Unique supplies or services available from only one source or only one supplier with unique capabilities." The contracting officer contemplates issuing a firm fixed price contract to OGC on this basis. The contract is anticipated to be awarded NLT 30 Sep 2019 and will have a period of performance of approximately 12 months with one 12-month option to extend.


e. Interested parties may submit responses to this notice. All responses must demonstrate clear and convincing evidence of capability, addressing the points identified below, that a membership other than the one described will satisfy the government's technical requirement.


f. Responses may be submitted until 5:00 PM Eastern Time (ET) on August 26, 2019, via email to SOF AT&L KS Division, kristen.colyer@socom.mil. No calls, please.


g. Responses indicating the equivalent capability of membership in another organization should address the following points:


1. The organization is principally engaged in developing geospatial interface standards for the Internet, wireless, location-based services, and information technology.
2. The organization's standards work focuses on technology demonstrations, testbeds, pilots, and experiments to advance open standards supporting geospatial interoperability
3. The organization develops standards rather than only approves or coordinates standards.
4. The organization's standards concern the government and private sector, not only the government. The organization's membership consists of governmental, private sector and academic entities.
5. The organization meets all of the criteria identified in this paragraph and it offers a membership with features similar to those described above.
