Naval Surface Warfare Center (NSWC) Crane has a requirement to increase the ceiling of Basic Ordering Agreement (BOA) N00164-18-G-WS24 to procure additional assemblies, subassemblies, ancillary equipment, product improvements, technical support, logistical support, repair services, related systems and subsystem integration, and test equipment associated with the Communications Countermeasure Set (CCS) variant and other variant or derivative systems of the Communications Electronic Attack Surveillance and Reconnaissance (CEASAR) System and Long Range Broadcast System (LRBS). This effort will be sole sourced to Raytheon Company, 1010 Production Rd, Fort Wayne, IN 46808-4106. This effort will be conducted on a sole source basis in accordance with the authority 10 U.S.C. 2304(c)(1) and implemented by FAR 6.302-1. Individual Job Orders will also be synopsized 30 days prior to award. The Government does not possess a complete technical data package to compete this action. A competitive procurement approach would result in significant duplication of costs, unacceptable delays in service and inadmissible operational availability in the Fleet
