THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR MARKET RESEARCH PURPOSES ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this announcement must be in writing. The purpose of this Sources Sought Announcement is to conduct market research in efforts to make appropriate acquisition decisions and to gain knowledge of potential Contractors that are capable of providing the requested services.
The purpose of this announcement is to obtain information from Contractors within the Department of Veterans Affairs Sierra Nevada Health Care System (VASNHCS) area that can provide contracted nursing support services in both inpatient and outpatient setting, on an as needed basis.
Description of Services: could include, but not limited to, Registered Nurses (RN), Licensed Practice Nurses (LPN) and Certified Nursing Assistants (CNA), Surgical Technicians, and General Clinical Technician services on an as needed basis.
The Contractor shall provide the following types of services:
The Registered Nurses (RN) provide direct and indirect nursing care in accordance with acceptable nursing practice in general and as may relate to the unit assigned specifically. The position requires independent judgment and nursing actions, flexibility, organizational skills, and the ability to utilize an interdisciplinary approach in the provision of nursing care.
Specific RN s skill sets needed:
Medical/Surgical (BLS and ACLS w/Telemetry experience)

Endoscopy/Operating Room (Scrub and Circulating)

Post Anesthesia Care Unit (PACU)

In-Patient Mental Health (Psychiatric)

Long Term Residential Care

Critical Care, in either/both Intensive Care Unit or Emergency Department settings

The LPN/LVN provides direct and indirect nursing care, by contributing to the patient s assessment, determining priorities, identifying nursing measures and therapeutic objectives, and evaluating outcomes. The position requires independent judgment and nursing actions, flexibility, organizational skills, and the ability to utilize an inter-disciplinary approach in the provision of nursing care. The LPN/LVN needs are primarily for In-Patient Mental Health (Psychiatric), Primary Care Teams and Long Term Residential Care Units only. Coverage on the Med/Surg unit will only occur if there is a need for staffing that can t be filled by an RN.

The Certified Nursing Assistant (CNA) provides direct nursing care under the (direct or indirect) supervision of a VA Registered Nurse. The position requires the ability to follow directions, determine priorities as they relate to basic patient care needs, within the scope of a Nursing Assistant, organization and observational skills. Also, requires office related skills in order to provide administrative assistance to the assigned unit and patients. The CNA may be required to provide 1 on 1 patient to staff direct patient care.

Surgical Technologist will provide physicians with assistance primarily with the following procedures: colonoscopies, upper gastrointestinal endoscopies (EGDs), esophageal dilations (both pneumatic and wire-guided), percutaneous endoscopic gastrostomy (PEG), endoscopic injection sclerotherapy, heater probe treatments, argon plasma coagulation, endoscopic stent placements, endoscopic polypectomy, biopsy, and cytology specimen collections. These technicians will be capable of initiating cardio-pulmonary resuscitation in times of emergency, and shall maintain current CPR certification.

General Clinical Technologist/Technician will be Sterile Processing Technicians working in the Sterile Processing department providing sterilization and assembly of equipment required for surgeries, exams and other medical procedures. Individuals working here will have prior experience and be certified to work in this area.

Work Locations: Staff Support Service contractors may be placed in the following work environments to perform their duties. Note: ALL WORK PERFORMANCE IS CONDUCTED at the Sierra Nevada Health Care System (Reno, NV)
Basic qualifications:
All contracting staff will provide a valid set of fingerprints and successfully clear a National Agency Check with Inquiries (NACI) background investigation for clearance into the VA system.
All contracting staff will hold and provide a current license or certificate for their assigned duties; i.e. RN license, CNA certificate
a current Basic Life Support (BLS) Cardiopulmonary Resuscitation Certificate.
All contract employees assigned by the Contractor to work under this contract shall be physically able to perform all nursing duties, functions, and activities; shall be free from any communicable disease. shall be in good general health without physical defects or abnormalities which would interfere with the performance of these duties; shall possess binocular vision correctable to 20/30 shall be free of color blindness, and be capable of hearing ordinary conversation at 15 feet with either ear without benefit of a hearing aid
All contract employees shall be literate in English to the extent of reading and understanding printed regulations, detailed written orders, training instructions and material, and shall be able to compose reports which convey complete information
The performance period for this acquisition will be from approximately Oct 01, 2017 through Sep 30, 2018 with four option year contract continuing through approximately Sep 30, 2022.
The Product Service Code (PSC) for this service is Q999 Other Medical Services and the North American Industry Classification System (NAICS) code is 561320 Temporary Services, with a business size standard of $27.5 Million.

All firms capable of providing this service are encouraged to reply to this Sources Sought Notice. Responses shall include the following documentation.

a. Company Background Information Number of years in business, number of years providing Housing and/or related social services, types of population served (i.e. veterans, women, men, children, families), facility location/physical building address including a map of the area, indication if facility is accredited by Joint Commission or CARF, and whether or not the facility considers itself a healthcare provider and complies with HIPAA requirements as normal business practice.
b. Provide DUNS number and business type and size
c. Past performance history with contract number and performance information (min 1 & max of 3 within last 5 years)

Interested parties are reminded to register in the System for Award Management (SAM) database at www.sam.gov in order to be eligible to do business with the Government. If a contractor desires to receive Veteran Owned Small Business (VOSB) or Service Disabled Veteran Owned Small Business (SDVOSB) credit, registration and verification in VetBiz at www.vetbiz.gov is required.

This Sources Sought Notice shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the contractor submission of this Sources Sought Notice or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Notice. No contract will be awarded as a result of this notice and data submitted will not be returned.
