Nuclear Generating Station (SONGS), along with a portion (27%) of Palo Verde that is owned by California utilities, contribute a significant portion (13% in 2004) of California's electricity supply. Diablo Canyon and SONGS are located in seismically active zones along California's central and southern coast and generate spent nuclear fuel, which must be stored onsite indefinitely until the federal government develops a permanent
means for waste disposal. In 2006, the California Legislature enacted AB 1632 (Blakeslee, Chapter 722, Statutes of 2006), which directs the Energy Commission to complete an assessment of the vulnerabilities of these plants to a major disruption due to a seismic event or plant aging, assess the impacts of such a disruption as well as the costs and impacts from waste accumulating at these plants, and evaluate major issues
related to the future role of these plants in the state. AB 1632 is codified at Public Resources Code 25303.
Purpose of this RFP
The purpose of this Request for Proposal (RFP) is to select a contractor to perform specific tasks for the Energy Commission related to the analyses required by AB 1632, and to assist the Energy Commission with this assessment.
This work responds to AB 1632 requirements to assess the vulnerability of these plants to a major disruption from a seismic event or plant aging, assess the costs and impacts
to Californians from accumulating spent nuclear fuel at these two nuclear power plants, and evaluate major issues related to the future role of these plants in the state.
