This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS. The RFQ number is N39040-14-T-0224. This solicitation documents and incorporates provisions and clauses in effect through FAC 05-74 and DFARS Change Notice 2014-0715. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:
https://www.acquisition.gov/far/fac.html and http://www.acq.osd.mil/dpap/dars/change_notices.html.
The NAICS code is 517210 and the Small Business Standard is 1,500 employees. This is a Sole Source solicitation. The Portsmouth Naval Shipyard requests responses from qualified sources capable of providing: Notify@Once emergency notification services. Period of performance is 09/01/14 to 08/31/15, with two options; Place of Performance is Kittery, ME.

This requirement is Sole Sourced to USA Mobility due to the proprietary nature of the Notify@Once system currently in place at the Portsmouth Naval Shipyard (PNS), and the fact that this notification system is the only one currently approved by the Consolidated Emergency Control Center (CECC). This service requires a rigorous testing process to ensure that the system will work under all types of notification situations. The emergency notification service cannot lapse, as it would be detrimental to the Shipyard, and there is not sufficient time to develop test parameters and conduct testing for this requirement.
For future requirements, the Customer will be developing parameters for testing the systems of interested parties, in an effort to increase competition. Any parties expressing interest can request to be included in the testing for future requirements.
