Notice of intent to solicit and negotiate with only one source
MEMORANDUM FOR RECORD
SUBJECT: Sole Source Determination for W911YN-14-P-0084
1. The USPFO for Florida-DMC submitted a purchase request to the USPFO-FL Purchasing and Contracting office for
additional AppXtender software licenses on 02 JUL 2014.
2. The FLARNG currently has an AppXtender server and licenses that are utilized and funded by the
FLANG, FLARNG, and the State of Florida DMA. The contractor that provides this server and software
maintenance is ADP systems.
3. Due to the fact that the AppXtender server is funded by 3 sources and provided by 1 vendor,
additional licenses cannot be provided by an alternate vendor without incurring excessive startup
costs for an additional server.
4. Market research was conducted by via a GSA RFQ. Based on the results of this
RFQ it was determined that adding the additional AppXtender licenses to the existing server is a
more cost effective solution than procuring an additional server.
5. In accordance with FAR 13.106-1(b)(1)(i), I determine that the circumstances of this contract
deem only one source reasonably available.
