Notice of NIST's Intent to Negotiate on Sole Source Basis for Maintenance of Belsorp-BG and Belsorp-VC

The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm-fixed-price purchase order, on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Microtrac, Inc., located at 215 Keystone Dr., Montgomeryville, PA., to purchase maintenance plans for the NIST-owned Belsorp-BG (Model: MSB, Serial Number: 142) and Belsorp-VC (Model: BELSORP-VC, Serial Number: 9).

The Facility for Adsorbent Characterization and Testing (FACT) Lab aims to serve the sorbent materials research community as an impartial source for testing and characterization of sorbent materials, by establishing reference materials and testing procedures. To establish measurement protocols, the FACT Lab currently employs two test instruments, the Belsorp-VC and Belsorp-BG from Microtrac-BEL Corp.


The purpose of this requirement is to provide a service/maintenance contract for the test instruments. Maintenance and repair work are intended to keep the instruments operating to the original manufacturer's specifications and to allow them to operate without extended interruption and achieve their optimal performance.


Research has found that only one (1) company can meet the requirements as it requires maintenance professionals with credentials and training, which can ONLY be obtained directly from Microtac. Inquiries to the manufacturer about a potential servicer of their equipment revealed that Microtrac, Inc. is the only company authorized to complete maintenance on the equipment. The equipment that needs to be maintained is proprietary to the original OEM. Due to the proprietary nature the vendor does not authorize third-party vendors.


Performance shall occur at the NIST Gaithersburg, MD campus within twelve (12) months after receipt of order with three (3) twelve (12)-month option periods of performance.


The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 1,000 employees.


No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 4:00 p.m. Eastern on March 29, 2019. Inquiries will only be accepted via email to Indira.Scott@nist.gov.


A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
