The Health Readiness Contracting Office (HRCO) at Joint Base San Antonio, Fort Sam Houston, Texas, 78234, intends to award a Firm Fixed-Price contract on a sole source basis to Humana Government Business Services, 305 N. Hurstbourne Parkway, Louisville, Kentucky 40202-5146. The contractor shall be required to provide non-personal Patient Appointment Services from an approved off-site location to the Puget Sound Enhanced Multi Service Market (eMSM), which encompasses the following Military Treatment Facilities (MTFs): Madigan Army Medical Center and subordinate clinics; Naval Hospital Bremerton and subordinate branch clinics; Naval Hospital Oak Harbor; and 62d Medical Squadron, Joint Base Lewis McChord.


The required services will encompass all activities needed to make appointments for eligible beneficiaries by utilizing MTF provided appointing criteria. This requirement will be used to augment the capability of the MTF staff to book health care appointments.



The statutory authority permitting other than full and open competition is 41 United States Code 1901 as implemented in Federal Acquisition Regulation, 13.501(a)(1)(ii), Sole Source (including brand name) under the authority of Simplified Procedures for Certain Commercial Items.



The NAICS Code for this action is 561110, Office Administrative Services. The anticipated award date is on or about 28 February 2019, with anticipated performance to start on 1 March 2019. The period of performance will be a 7-month base from, 1 March 2019 through 30 September 2019, to include one six-month option period under FAR Clause, 52.217-8, Option to Extend Services.



This notice of intent is not a request for competitive proposals or a solicitation of offers. A formal solicitation will not be published unless it is determined that it is in the best interest of the Government to do so. However all proposals received before the close of business on 20 February 2019 will be considered by the Contracting Officer. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HRCO reserves the right to amend this notice if needed.
