Notice of Intent for Vocera Wireless Hands-Free Internal Communications System (WHICS) Sole Source Single Award Task Order Contract (SATOC) for the U.S. Army Engineering and Support Center in Huntsville, Alabama (CEHNC).


This is NOT A REQUEST FOR PROPOSAL (RFP) and does not constitute a solicitation.


The U.S. Army Corp of Engineers, Engineering and Support Center, Huntsville (CEHNC) intends to solicit and award an indefinite delivery/indefinite quantity (IDIQ) single award task order contract (SATOC) under Federal Acquisition Regulation (FAR) section 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This requirement is for a hands-free modern wireless communications platform that combines high-performance wireless devices and state-of-the art software containing the appropriate Certificate of Networthiness (CoN) and Authority to Operate (ATO) on Department of Defense networks. The proposed sole source contractor, Government Marketing & Procurement (GMP), LLC, is a Service Disabled Veteran Owned Small Business (Cage Code 3GCT2). The anticipated award will have a capacity of $90 million and a one year base period and four one-year options for a possible five year ordering period with commensurate periods of performance established in each task order. The Principal Assistant Responsible for Contracting - Winchester has separately executed a Justification and Approval (J&A) restricting the awardee to Government Marketing & Procurement (GMP), LLC. The first request for information (RFI) was posted on www.fbo.gov November 16, 2015; a second RFI was posted on January 22, 2016 to ensure requirement specifications were not too stringent, increase competition, and allow industry to provide alternative solutions; and the third RFI was posted on April 29, 2016 with revised minimum salient characteristics. Additional market research was also conducted from August 01, 2016 to August 05, 2016 via the Defense Health Information Technology Symposium held in Orlando, Florida in which no other vendors were identified that could provide the Wireless Hands-Free Communications System (WHICS) or any other comparable alternative solution. Currently, Government Marketing & Procurement (GMP), LLC is the only authorized vendor for the proprietary complete brand name Vocera WHICS and no other sources have been determined to be acceptable for this acquisition.
