The U.S. EPA intends to negotiate on a sole source basis with Horiba Instruments, Inc. pursuant to 41 U.S.C. 253(c)(1), only one responsible source and no other supplies or services will satisfy the agency requirements. Horiba Instruments, Inc. is the only known source to provide a GDC-One Gas Divider and NOx Converter checker for linearization?s and NOx efficiency verifications for use with the MEXA One dilute and raw benches in Cell 5 located at the National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan.
Cell 5 has been commissioned as a compliant testing cell and to facilitate this, the test cell has been outfitted with a new 4WD dynamometer and a MEXA One analytical bench. This unit is needed to perform linearization?s and NOx converter efficiencies on the analyzers. This is a vital calibration needed in order to use the site for CFR compliant testing. The new GDC One is a CFR 1065 compatible gas divider and its accuracy has been greatly increased over past GDC models. The GDC one has been redesigned to be installed in the MEXA One bench cabinet.
This procurement will be accomplished using FAR Part 12 and 13 Procedures. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit capabilities documentation via the FedConnect website at www.fedconnect.net. Documentation must be submitted within 15 calendar days of the date of publication of this notice. Telephone requests will not be honored.
