The US Naval Research Laboratory (NRL) intends to negotiate a sole source cost plus fixed fee contract with Northrop Grumman Corporation (NGC) for support to the development, integration, test, demonstration, enhancement, and operation and maintenance efforts on the Electronic Warfare (EW), Information Operations (IO), and Line of Sight Communications (LOS Comms). The EW/IO/LOS Comms multifunction system, developed jointly by NGC and NRL exploits the synergy between these three functions to maximize the efficiency of the common elements under a single resource allocation manager (RAM) and over that portion of the spectrum where the requirements and capabilities for Onboard EW, IO and LOS Comms overlap. The associated Multifunction Electronic Warfare (MFEW) system, also developed by Northrop Grumman and NRL, provides Electronic Support (ES) detection and tracking information to EW/IO/Comm.


The EW/IO/Comm and MFEW ADM systems are installed at the Naval Research Laboratory (NRL) Chesapeake Bay Detachment (CBD) and operate together as an integrated multifunction RF system. This combined multifunction ADM is the prototype for the Ship Electronic Warfare Improvement Program (SEWIP) AN/SLQ-32(V)7 and a technology basis for future follow-on Electromagnetic Maneuver Warfare Command & Control (EMC2) multifunction development. As such it is planned that the EW/IO/Comm and MFEW ADMs will be used by ONR and other Navy, DoD and Industry partners to develop and demonstrate new technologies, concepts and operational tactics.


NRL requires support to assist the Government in the development of these new technologies, concepts and tactics; in the operation of the system; in the performance of demonstrations; in the integration and test of new user hardware and/or software; and the maintenance, repair and enhancement of the subject multifunction systems. This effort will also provide a path to transition long term support, operation, maintenance, enhancement and configuration control to NRL and other Government developers and technical personnel.


The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
