This examination will: 1) be informed by all relevant peer-reviewed and non-peer reviewed publications on the subject (including the now available industry documents); 2) consider all criticisms that have been directed at the CDC method; 3) examine with particular care the effects of water in tobacco smoke both as regards: a) confounding effects of water on the analytical determination of FBNLs, and b) the actual chemical effects of water on FBNLs; 4) conduct hypothesis-verifying analytical measurements of FBNLs in mainstream tobacco smoke samples obtained: a) at Portland State University, and b) form CDC; and 5) provide recommendations regarding the finalization of an accurate and robust overall machine smoking plus analytical protocal for FBNLs in mainstream tobacco smoke.
