This is a notice of intent to award a sole-source purchase order and is not a request for competitive proposals.


The Centers for Disease Control and Prevention (CDC), OPHSS/SEPDPO hereby announces its intent to award a sole source firm fixed price purchase order to TreeAge Software Inc. for the procurement of TreeAge Pro Healthcare software plus maintenance and training.



The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1) as cited in FAR 13.106-1(b)(1)(i). TreeAge Pro Healthcare software is the only software on the market that allows users to build and test cost effectiveness models, run sensitivity analysis, perform probabilistic sensitivity analysis (Monte Carlo) develop and test Markov models and perform micro simulation and build decision trees. No other products are on the market that offer the same functionality. TreeAge Software Inc. is the only company that produces this software.



This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. Interested parties who feel they possess the expertise, experience and ability should submit a capabilities statement to Tonya S. Justice, Contract Specialist, via email at TJustice@cdc.gov.



This notice of intent is not a request for competitive proposals, however, the Government shall consider all responses received within ten (10) days of this posting, in accordance with FAR 5.203 (A)(1). If no affirmative responses are received within ten (10) days, negotiations will be conducted with TreeAge Software Inc as the only source and a contract will be issued. A determination by the Government not to compete this proposed contract, based upon responses to this notification, is solely within the discretion of the government and Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
