This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Walter Reed Army Institute of Research (WRAIR) to procure defibrinated rabbit blood without competition as prescribed in FAR 5.102(a)(6) and 5.203(a). Specifically, the Government will procure efibrinated rabbit blood manufactured by Lampire Biological Laboratories.

The Walter Reed Army Institute of Research's (WRAIR) Leishmania Diagnostic Laboratory (LDL) is the only College of American Pathologists (CAP) certified diagnostic laboratory that specializes in the full spectrum of leishmaniasis diagnostics. This capability has been available at WRAIR since the early 1970's and Has been a (CAP) accredited laboratory since the year 2000. The WRAIR LDL has a broad array of assays to assist military practitioners with the diagnosis of this disease whether its clinical form is cutaneous, mucocutaneous or visceral from both the Old and the New World. The WRAIR LDL can assist the clinician in the best ways to sample lesions and suggest the best testing to maximize diagnostic yield.
LDL completed a study to research to identify the best type of human and animal blood to provide the most effective results. The identified defibrinated rabbit blood was verified as the most effect vehicle for the necessary testing and research to occur and therefore it is necessary to continue using this type of blood for LDL's research.


The North American Industry Classification System (NAICS) for this requirement is 325414 and FSC 6515.


This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government..
