Notice of Intent to Sole Source TH-57 Contractor Logistics Support (CLS) Bridge Contract Action

The Naval Air Warfare Center Training Systems Division (NAWCTSD), 12211 Science Drive, Orlando, FL 32826-3266, intends to issue a sole-source bridge contract. The anticipated recipient of this contract will be L-3 Communications Vertex Aerospace LLC (L3). This issuance will rely upon the statutory authority at 10 U.S.C. 2304(c)(1), bOnly one responsible source and no other supplies or services will satisfy agency requirements.b

The subject contract will allow for L3 to continue providing Contractor Logistics Support (CLS) services under Contract N00019-13-D-0007. This CLS is for TH-57 aircraft being operated by the Chief of Naval Air Training (CNATRA) to train naval aviators. It generally entails the maintenance or repair of (1) airframe and aircraft subsystems, (2) mission support equipment, (3) peculiar support equipment, and (4) engines.
The CLS effort also involves supply line management, spares, record maintenance, and reporting for aircraft and associated systems. Another aspect of this work is parts support for two TH-57Cs located aboard NAS Patuxent River, Maryland.

A bridge contract is necessary to extend the CLS effort described in the preceding paragraph. The period of performance (PoP) for Contract N00019-13-D-0007 presently ends on May 31, 2018. A successor to that contract is not expected to be in place before that date. Implementing a bridge contract will prevent a gap in the CLS services between the end of the PoP for the current contract and the beginning of the PoP for its replacement.

All responsible sources may submit a capability statement, which shall be considered by the agency.
Any such submission must be in writing to the point of contact, or contacts, identified below. To ensure consideration, these submissions must arrive no later than 4:30 PM Eastern Time on December 27, 2017. The Government will evaluate them solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete these requirements is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future procurement.

This is not a request for proposal. No contract or delivery order will be awarded on the basis of offers received in response to this notice.
