Notice of Intent to Award Sole Source

This Notice of Intent to solicit and award a sole source contract is conducted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 12, Commercial Items, and FAR 13.106-1(b), soliciting from a single source.

The National Park Service (NPS), Alaska Region (AKR), Glacier Bay National Park (GLBA) has a requirement for:

An administrative history of recreational fishing within Glacier Bay National Park & Preserve.

The objective of this recreational fishing administrative history is to obtain an accurate, thorough and well-written account of the administrative history and management of recreational fishing including both charter and unguided fishing within Glacier Bay National Park and Preserve. Discussion will focus primarily on the major themes, activities and events that have affected Glacier Bay National Park and Preserve industry participants as well as evolving regulation and policy. The most detailed coverage of issues and concerns should be given to topics that have concerned management in the past and are projected to continue on into the future; especially those topics pertaining to visitor enjoyment and the agencybs mandate to avoid unacceptable impact. This proposed administrative history will additionally provide further political, legal and conservation context for perspective, as well as the most significant management changes relevant to area fisheries.

The history must address four primary components:
1) NPS management of recreational and especially charter fishing operations;
2) federal and state regulations affecting charter and recreational fishing operations;
3) industry response to management measures; and
4) the effect on Park resources and visitors.
These components must be included and considered within the conservation and political context of the time. The project, by necessity, will focus largely on the Pacific halibut fishery but must encompass the wide variety of recreationally targeted species including salmon, rockfish, lingcod, Dungeness crab and sharks. The work must describe the regulatory framework and management decisions of these fisheries managed by the International Pacific Halibut Commission (IPHC), the Alaska Department of Fish and Game and the NPS.

Using Simplified Acquisition Procedures (SAP), the NPS, Alaska Regional Office (ARO), Major Acquisitions Buying Office (MABO) intends to solicit and award on a sole source, firm-fixed-price basis with:

Determinations not to compete this proposed procurement was made based on the following:

b"     Knowledge of and experience with the recreational and commercial fishing industry within Southeast Alaska and areas within and adjacent to GLBA
b"     Knowledge of Agency fisheries management within Southeast Alaska and GLBA
b"     Ability to identify and interview local knowledgeable sources, including Gustavus residents, regarding commercial and recreational fishing and changes to fishery regulations and management
b"     Knowledge of local politics within Southeast Alaska and GLBA
b"     Knowledge of scholarly, historical writing techniques and principles
b"     Knowledge of and ability to conduct scholarly, historical research
b"    Ability to write scholarly, historical documents
The intended procurement will be classified under North American Industry Classification System (NAICS) 541720, Research and Development in the Social Sciences and Humanities, with a Small Business Size Standard of $20.5.

This notice of intent is not a request for competitive proposals. All Parties Interested in responding to this notice shall submit:

1)    Information on the proposed services which clearly supports the requirement outlined; and

2)    fully explain your capabilities and qualifications by submitting a detailed statement/narrative and informational materials sufficient to determine capability in providing the same services within 7 calendar days from the date of this notice.

All capability statements received by closing of this notification will be considered. Submissions after the deadline will not be considered. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone or facsimile requests for information will not be considered. Capability statements are due at 23:59 PM AKDT no later than ten (12) calendar days after posting, including date of posting.
