Notice of Intent to Negotiate a Sole Source Contract
The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), US Meat Animal Research Center, Clay Center, NE, intends to negotiate on a sole source basis to Agilent Technologies located in Wilmington, DE to purchase a Seahorse XFp Analyzer to measure both oxygen consumption and and energy use, in real time, in fresh cellular mitochondria preparations. A thorough study of known vendors that sell this kind of equipment was conducted through a web search, as well as, conversations with sales representatives. The Seahorse XFp, produced and sold exclusively by Seahorse Bioscience (A subsidiary of Agilent Technologies, Inc), is the only instrument available that is capable of measuring both oxygen consumption and energy use (glucose, glutamine, or fatty acids) simultaneously in fresh mitochondrial preparations. Our research in feed efficiency has led to a need to measure muscle mitochondrial efficiency and flexibility. This can only be done on fresh mitochondria preps, thus a simultaneous assay for both measures is needed.
This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Firms that believe they can provide this service are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 10 days of publication of this notice. All information received within 10 days of publication of this synopsis will be considered by the Government to determine if the alternative equipment meets the Government's requirements and is capable of performing the intended task(s).
